The corruption case involving the sale and purchase of village head positions in Probolinggo Regency in 2021 exposed the entrenched nature of political corruption within local government bureaucracy. Regent Puput Tantriana Sari and Hasan Aminuddin were arrested by the Corruption Eradication Commission (KPK) for allegedly receiving bribes from civil servants seeking appointment as acting village heads. This practice represents transactional abuse of power involving public office and administrative processes. This article examines the application of Indonesia’s Anti-Corruption Law to such acts, explores the legal process through the criminal justice system, and evaluates the effectiveness of enforcement efforts. Using a normative juridical approach and data drawn from court documents and academic literature, the article concludes that local- level corruption requires systemic reform of both substantive law and institutional frameworks to ensure deterrence and the realization of substantive justice.
